Class 11 Private Exam Failures Still Await Refund of Class 12 Fees from JKBOSE

Students who failed to clear the Class 11 Annual Regular Examination 2024 and were provisionally promoted to Class 12 have alleged that the Jammu and Kashmir Board of School Education (JKBOSE) has not yet refunded the Class 12 examination fees submitted by them.
The affected students said that those who could not qualify Class 11 were allowed provisional admission to Class 12 on the condition that they would become eligible for the Class 12 Annual Regular Examination 2025 only after passing the Class 11 Bi-annual Private examination.
They said that while submitting examination forms for the Class 12 Annual Regular 2025, provisionally promoted students—who were simultaneously appearing in the Class 11 private examination—were asked to deposit the Class 12 examination fee.
“JKBOSE had assured us that if we failed to clear the Class 11 private examination, the Class 12 exam fee would be refunded,” the students told Greater Kashmir.
However, after the declaration of the Class 11 bi-annual private examination results, several students failed to qualify, and despite the lapse of nearly two months, the promised refund has not been processed, they alleged.
The students urged JKBOSE to honour its commitment and refund the deposited amount at the earliest.
Meanwhile, due to the delay, students have started approaching their respective schools seeking refunds. Teachers, however, clarified that the responsibility lies with JKBOSE.
“We have repeatedly informed JKBOSE and submitted the list of eligible students for refund in mid-November, but no amount has been released so far,” a teacher told Greater Kashmir. “Students are under the impression that schools are withholding the money, which is not true.”
JKBOSE had earlier clarified through an official notification that students provisionally enrolled in Class 12 would be eligible for a refund if they failed to pass the qualifying Class 11 examination.
The notification states that provisional candidates may submit examination forms, but their candidature would be confirmed only after clearing the qualifying examination. It further adds that in case of failure, the examination fee would be refunded upon application to the office of the Joint Secretary Examination, Kashmir Division, within 20 days of result declaration.
Responding to the issue, JKBOSE Secretary Ghulam Hassan Sheikh said that the board would refund the fees of all eligible students.
“We stand by our assurance. The examination fee will be refunded to all students whose details have been forwarded to JKBOSE,” he said.
