“No School to Operate with Single Teacher, No Teacher to Be Assigned Non-Teaching Duties: SED”

In a key move aimed at streamlining academic operations, the School Education Department (SED) has directed that no teacher be engaged in non-teaching tasks or deputed to other departments. The initiative is part of efforts to ensure optimal use of human resources within the department.
According to an official document, Secretary SED, Ram Niwas Sharma, will chair a review meeting on July 1 to assess key issues, including the problem of schools being run by only one teacher. This follows an earlier meeting held on June 23 where Sharma gave clear directives to the concerned officers.
In follow-up action, all Chief Education Officers (CEOs) have been instructed to submit certificates affirming that no teaching staff is performing non-teaching duties or working in any other government departments. A directive from the Joint Director of North Kashmir, addressed to the CEOs of Baramulla, Kupwara, and Bandipora, emphasized strict compliance.
The CEOs are also tasked with ensuring adequate staffing in schools to maintain the required Pupil Teacher Ratio (PTR), with a specific focus on eliminating single-teacher schools. Furthermore, they must ensure that teachers serving as Booth Level Officers (BLOs) are still fulfilling their classroom responsibilities.
The department has also requested data on Cluster Resource Coordinators (CRCs), including those currently employed or awaiting reappointment. Additionally, CEOs must furnish details on vacancies for Principals, ZEOs, ZEPOs, and Headmasters.
Other required information includes enrollment statistics for primary schools, data on school dropouts and Out of School Children (OoSC) from classes 9 to 12, and performance results for classes 10 through 12—which will be verified against the official result gazette.
The requested data and certifications must be submitted by June 27, 2025. The communication stresses the urgency of the matter, noting that it should be treated as a top priority.
Speaking to Greater Kashmir, Secretary Ram Niwas Sharma reiterated that teaching is the core duty of educators. “There will be no compromise on this. Our students come first,” he said.
